Historical Background
The need for a library arose in the first years after the revolution, as the population grew to 50,000 and new educational institutions appeared (the Proletarian University, the Institute of Public Education, the Dairy Institute and ten secondary schools), along with new industrial enterprises. The library was organized by a special commission. Its job was to draw up the founding documents (rules, plans, charter and budget) and build the initial book collection from literature taken from abandoned landowners' estates (those of the Bryanchaninovs, Mezhakovs, Andreev-Rezanovs and Eremeevs). Books began arriving in October 1918 at the premises of the former Nobility Assembly.
