Historical Background
In the first days of the occupation of Kalinin, the Germans set up bodies to govern the city. The military kommandantur was headed by Lieutenant Colonel Lisman, and division headquarters were placed in the Imperial Travel Palace and in the Seliger Hotel. The Seliger was built in 1936 to a design by the architects the Yakovlev brothers. The Church of the Vladimir Icon of the Mother of God, blown up in the 1930s, had previously stood on this site.
