Historical Background
The building dates from the second half of the 19th century. In pre-revolutionary Kimry it concentrated all the administrative power of the village and the volost (rural district), and it hosted the assemblies where important decisions for the Kimry volost were made. Until the 1930s the building had a tall wooden fire lookout tower.
